Strong Future Committee

Overview

In November of 2018, Summit County voters passed Referred Measure 1A Strong Future. There are five separate funding components within the Measure.  Funding areas included early care and education, zero waste management, forest fire mitigation, capital improvements and support for mental health improvements. The mental health portion of 1A Strong Future is approximately two million dollars annually for ten years. 

Roughly, $200,000- $300,000 of the earmarked funds will go directly to Building Hope to assist with the coordination and administration of a comprehensive mental health system in Summit County. The rest of the 1A Strong Future mental health funds will be distributed through a request for proposal process (RFP) facilitated by Summit County Government, Innovela Consulting and Building Hope. Summit County Government will be issuing the RFP’s for various high need areas within the mental health spectrum of services. Dr Nancy VanDeMark will be providing technical assistance in creating the RFP’s and providing content expertise to establish outcomes for funding areas.  

Building Hope’s role is to convene a committee of experts to review the proposals solicited from the RFP process and make recommendations to the Board of County Commissioners (BOCC) on what project to fund. Once the recommendation is accepted by the BOCC, the County will sign a contract with the successful applicant.

 

Building Hope is currently accepting applications for positions on the 1A Strong Future Mental Health Review Committee and is seeking qualified applicants for the committee. To ensure community needs, and interests are represented, the Review Committee will need to have representation from the several community sectors.

Listed below are the duties of a committee member and the type of qualifications Building Hope is looking for in an effective committee member.

Committee Member Duties:

  • Assist the County in the development of a request for proposal process and recommendations on what programming area should be put to bid first
  • At least bi-annually, or as needed, review proposals submitted to Summit County for the development of new or expanded mental health services
  • Attend committee meetings at least four times a year to identify community priorities, discuss proposals and make recommendations to the BOCC on what proposals should be funded. Note we are currently meeting monthly because this sector is evolving so rapidly. 
  • At least once annually, convene and review evaluation and impact data collected from grant recipients. Based on the review, make recommendations to BOCC for continued funding.

Qualifications for Membership:

  • Knowledge of the Summit County community
  • Familiarity with the current mental health system in Summit County either through personal or professional experience
  • Willingness to look at the collective mental health needs of all residents in Summit County and not just a personal or professional interest area
  • Ability to review proposals prior to the meetings and attend up to six meetings annually related to 1A mental health spending
  • Maintain high level of integrity and confidentiality related to the grant review process

Structure/Terms:

  • Terms on the Committee are for two years
  • Members can serve up to two consecutive terms
  • The committee is made up of a total of nine members
  • The committee will be staffed by personnel from Building Hope
  • If needed, outside content experts may attend committee meetings to provide input to the group on the topic. Outside experts will not have a vote in the grant decision.
